WATER SCARCITY is a critical issue across most of the world. Burgeoning populations, coupled with industrial growth, have increased demand for water for
food production and industry. Engineering solutions are invariably prohibitively expensive and therefore, in most situations, of limited application. Irrigated agriculture is a dominant user of water resources and, as a consequence, this sector is under increasing scrutiny. Improved efficiency in the use of water available to agriculture is an imperative.
While improvements in the technical efficiency of water use are essential, there is also an urgent need to address policy issues in water resource management. At the national and basin levels, better resource allocation decision-making processes are
necessary to ensure water rights are defined and protected.
