Vietnam has made a remarkable achievement in lifting its large number of poor
out of poverty. The number of people living below the poverty line fell from 58% in
1993 to 29% in 2002. Reforms implemented in the late 1980s and early 1990s,
particularly those which decentralized the responsibility for agricultural production to
individual farmers, led to a dramatic increase in agricultural production. There was a
60% increase in farm income between 1993 and 1998 as well as improvements in income
and employment in the service sector.
In addition to these reform programs, improvement in technology, infrastructure
and education has also contributed to this rapid growth. Without these improvements,
such rapid economic growth and large-scale reduction in poverty would not have been
possible. Thus, government investment and spending have been crucial to growth and
poverty reduction in Vietnam.
