During the past 15 years, the doi moi process has achives significant success in raising incomes and reduce poverty in Vietnam. The number of people living in poverty, however, is still too high and helping them to move out of poverty is a top priority for the government. In order to address this difficult issues, it is neccessary to answer two questions: 1) what are the cause of poverty? and 2) what policies and public investments help to attack the causes of poverty?
