In the area of public consultation, Vietnam has made important strides, increasingly
recognizing that public consultation gives citizens and businesses the opportunity to
provide active input in regulatory decisions and thus contribute to increasing the quality
of laws and regulations. Public consultation has been made mandatory by Vietnamese
laws and also under the international agreements to which the country is a signing party.
It is increasingly recognized by the Government that the laws and regulations will be
more welcome by the business community and the public and will be implemented more
easily and more effectively if they are consulted with the public before being enacted.
