When declaring the birth of the Democratic Republic of Viet Nam on 2 September 1945, while the country was surrounded by different kinds of enemies, including famine, ignorance and foreign invaders, President Ho Chi Minh solemnly stated that the rights to live and pursue happiness were fundamental, supreme and inalienable rights of every individual and every nation. He also affirmed to the world that these were also the ultimate goals for every action of the entire Vietnamese people and the young State of
the Democratic Republic of Viet Nam.
