TERMS OF REFERENCE
POLICY AND INSTITUTIONAL RESEARCH EXPERT TO SUPPORT TO ENTERPRISES IN AGRICUTURE AND RURAL AREA
I. INTRODUCTION
In order to support effectively to Enterprises in agriculture and rural area, a short-term policy and institutional research expert should be recruited to work at the Information Centre for Agriculture and rural development – IPSARD to conduct and lead researches related to policy development and assessment, institutionalization of guidelines and operational manuals to promote effective entrepreneurships in agriculture and rural development, especially, the development of enterprises along value chains of different agricultural commodities . The main activities of this expert are as follows:
- Collectingregional and international regulations and commitments in agriculture and rural development that Vietnam has joined.
- Collecting information, research reports, working papers and policies related to the major agricultural commodities in selected provinces of Vietnam.
- Analyzing possibilities for development of competitive value chains where enterprises working closely with farmers to improve sustainably values added to the selected value chains
- Analyzing investment potentials and competitive advantages for some major value chains in the selected provinces of Vietnam.
- Consulting for building the program of “Policy Dialog” related to development of enterprises along different agricultural value chains to promote sustainable agriculture production.
- Providing suggested policy options for strengthening the partnership and cooperation between farmers and small and medium enterprises in the value chains to bring efficient and sustainable mutual benefits
Below describes the function, responsibility and scope of job of the expert:
II. WORKING PURPOSE:
The purpose of the activity is collecting and analyzing the process of policy development and assessment, institutionalization of guidelines and operational manuals to promote effective entrepreneurships in agriculture and rural development. This activity is also expected to provide a set of recommendations for enterprises on how they can play an active role in developing higher value chains in some selected provinces of Vietnam.
III. EXPERT’ RESPONSIBILITY
· Collecting information, research reports, data and policies related to major value chains for agricultural products in some ( about 9) representative provinces of Vietnam.
· Developing the key criteria for defining key agricultural value chains for the selected provinces (provinces who are representatives of three geographical regions of Vietnam: North, Central and the South)
· Analyzing potentials and investment opportunities for enterprises to be involved in partnership with agricultural commodity producers in higher value chains in the selected provinces
· Analyzing possibilities for institutional arrangements for effective and sustainable cooperation between producers and enterprises along value chains
IV. DELIVERABLE OUTPUT
A complete report that includes:
- Results of analyzing major value chains for agricultural products of selected representative provinces of Vietnam (about 9 different provinces)
- Analytical results of potentials and investment opportunities for enterprises to partner with farmers in development higher value chains in the selected provinces
- Recommendations for institutional arrangements for establishing effective and sustainable cooperation between producers and enterprises along value chains
V. EXPERT’S REQUIREMENT
· An expert should have experiences (more than 10 years) in policy development, policy and institutional research in agriculture and rural development
· Having policy and institutional analytical skills
· University degree (or higher)
· Fluency in English
· Priority given to an expert who is fond of supporting SMEs in agriculture and rural area.
· Possess a leadership, team-work and independent working behavior
VI. WORKING MECHANISM
Working time:
The expert is recruited to start working fromAugust 2011 to November, 2011.
Salary:
The expert will enjoy the monthly salary based on the EU-UN cost norm, with insurance and income tax included
Working regulation and condition:
- The Centre will provide an expert working place, internet connected equipments
- An expert will be supported by 2 staffs, and use all of the Center’s available information source for his or her specialized purpose in the Centre.
