INTRODUCTION
Providing market information for agricultural enterprises (mostly small and medium-sized ones) is important because they are themselves not able to collect market information. This is a major difficulty facing agricultural small and medium-sized enterprises in the economic integration process.
Institute of Policy and Strategy for Agricultural and Rural Development (IPSARD) is carrying out many studies on market analysis for agricultural products to supports to agricultural small and medium-sized enterprises.
In order to support the development of agricultural small and medium-sized enterprises in Vietnam, Ministry of Agriculture and Rural Development has approved a project "Study on policy recommendations to support for development of small and medium enterprises in agricultural sector” – phase II + III which is financed by Spainish government and assigned to IPSARD to perform. One of the goals set for current phase is to enhance capacity of communications to assist such businesses.
Division of Strategy and Policy Research is supported by the Project Management Unit to set up a group of commodity expert for market analysis and policy support for agricultural small and medium-sized enterprises inside and outside of IPSARD.
To fulfill these tasks, the Division is promoting to the establishment of group of commodity market analysts. One of them is responsible for writing the sugar market analysis and developing database for the sector with requirements stated below.
DUTIES AND RESPONSIBILITIES
The scope of work of the legal consultant includes but not limited to the following:
• Develop database for sugar sector ( including production, demand, trade data and policy system)
• Write market report for sugar products.
• Develop outline for a series of information products to meet the needs of the commodity stakeholders, especially SMEs.
EXPECTED OUTPUTS
• Data system for sugar sector: export/ import volume, export/ import value, main export/import, destination of export market, export/import price
• Quarterly sugar market report
QUALIFICATION AND EXPERIENCES
• At least good bachelor degree (priority is given to master degree) in economics, agricultural economics, foreign trade.
• Experiences in economic analysis, market analysis
• Priority is given to those who have experience in agricultural research
• Qualified in speaking, reading, understanding English.
WORKING MECHANISM
Working time:
The expert is expected to start working from January 2011 to December 2011; 5 days per week and 8 hours per day.
Salary:
The expert will enjoy the monthly salary based on the EU-UN cost norm with income tax included.
