TERMS OF REFERENCE


I. INTRODUCTION
Current status of low-investment occurs for tea industry - one of ten strategic agricultural products from Vietnam. The country has about 130,000 ha of tea with the average yield of 6.5 tons of tea leaves / ha, the annual output reached more than 800,000 tonnes of fresh bud, processing 180,000 tons of tea is dried and exported 130,000 tons, turnover export about 150-200 million USD, ranking in the top 4-5 in the export of the world. In particular, black tea accounts for 65% in volume and 62% in value; green tea accounted for 33% in volume and 34% in value, the rest are other types of tea. Target of the tea industry to 2015, Vietnam will export 200 thousand tons, with exports of 400 million USD.

In the framework of joint project "To study and formulate policy recommendations to support development of small and medium enterprises in the agricultural sector" phase 2 and 3 by the Spanish government funded research "Proposal plans to attract investment to rural areas (the case of tea) "to find out about the situation and policies to attract investment for Vietnam tea industry, set up requirements on the proposed plans,appropriate policy mechanisms to promote investment in the tea industry. This study was conducted to meet the overall objective of the project is proposed policies to create conditions conducive to small and medium enterprises for Agriculture and Rural Vietnam, thereby increasing employment opportunities and income for workers rural areas and increase the competitiveness of enterprises.

To support research activities effectively, information center and agricultural and rural development need to recruit 02 specialist data processing and report writing.

II. OBJECTIVES
- Analyze and evaluate the current status, advantages and difficulties attracting investment needs of rural areas specializing in growing tea production in northern Vietnam nowaday.
- Proposed plans, policies and mechanisms to attract investment into Vietnam tea industry.


III. JOB REQUIREMENTS
• Write a report "Assessment of investment situation, and propose measures to attract investment to the tea industry of North Vietnam"
• Processing and analyzing data, writing a general report on the impact of the investment environment to the operation of agricultural and rural enterprise and suggest recommendations to attract investment in agriculture and rural areas .
• Participate in all seminars by research group, Center for Information and Agriculture and Rural Development, Institute of Policy and Strategy for Agriculture and Rural Development held for finalizing the report.

IV. EXPERT’S REQUIREMENT
· Master degree (or higher) in economics, agricultural economics, public policy management, rural development, econometrics.
· Experts should have at least 05 years of working experience in policy analysis on agriculture and rural sector, agriculture and rural investment, or relevant field of study.
· Experts should have experience in econometrics application for policy analysis.
· Fluency in English
· Experience in using data analysis software (Stata, SPSS) and office applications (Microsoft Word, Microsoft Excel, Microsoft Power Point ...)
· Priority given to an expert who is fond of supporting SMEs in agriculture and rural area.
· Ability for independent and group working.
V. WORKING MECHANISM
Working time:
Experts are recruited to work from 15th of July to december 2011.
Salary: The experts will enjoy the monthly salary based on the EU-UN cost norm, with income tax included.
